Gulf County is part of the 14th judicial circuit, and the county's only judge, is Judge Fred. N. Witten. Judge Witten will preside over all misdemeanors and traffic violations while the circuit judge, Judge Elijah Smith will hear all criminal cases for the county. The courthouse is located in Port St. Joe, which is also the county seat.
